Summary, etc. | EXECUTIVE SUMMARY: This study is a combination of Developmental and Documentary Type of Research. The researchers assessed the Materials Recovery Facility (MRF) of the three (3) municipalities in the province of Rizal in terms of management system and MRF design. The three municipalities concerned upon assessment during the year 2015 are the municipalities of Tanay, Morong and Teresa. The respondents of the study were the engineer in charge, head person and workers of the three Materials Recovery Facility (MRF) in the province of Rizal; with a total number of 39 respondents. 13 of them were from MRF Tanay, 13 from MRF Morong and the rest were from MRF Teresa. They were interviewed regarding the MRF's Management System in terms of Collection System, Water Diversion, Health and Sanitation, Safety and Design using a Researchers - Made Questionnaire which was validated by the experts who are Knowledgeable on the topic of the study and critics for the improvement of the questionnaire and given approval by the adviser and the chair. The results of assessment were found out to be Very Satisfactory with an Overall mean of 4.19. And also, upon analysis, MRF of Teresa is the most effective among the three municipalities. Therefore, the researchers chose MRF Teresa as a basis to create an Ideal MRF Management System and Design as an output of their research. The Management System created by the researchers composed of four stages; the collection sorting, process and load out. The collection starts from collecting residual wastes from different barangays and the sorting of biodegradables to non-biodegradables. The recyclables are then processed through waste diversion to produce new products like coco rope, charcoals, pillows, etc. from non-biodegradables and fertilizers and biogas from biodegradables. The produced products are then stored before ready for load out. The non-recyclables are then brought to either landfill or junkshops. The researchers also provided floor plans and elevation based on the created Management System. The type of the structure is the combination of steel and concrete and the Ideal MRF is divided into two distinction; the Clean MRF which composed of six (6) division; the dumping area, cleaning section, drying section, waste diversion area, office and the storage room. Another distinction is the Dirt MRK which composed of three (3) divisions; the dumping area, composting section and the biogas production. These structures are separated to each other to provide space for driveway. The researchers also give consideration to safety, power and water supply so the researchers include guard house, powerhouse and water tank. In their ideal MRF Design. Upon assessment and interview, the best location for MRF is in the mountain based to prevent hazardous effect to the community and to avoid the occurrence of flood. The researchers recommended a strict compliance to "no segregation, no collection" system, educate people to proper segregation of biodegradables and non-biodegradables and the accommodation of biogas production in MRF. The beneficiaries of this research are those municipalities without proper Management System of Materials Recovery Facility (MRF) in the province of Rizal. |
