Dissertation note: Thesis Bachelor of Science in Mathematics major in Computer Science University of Rizal System-Morong 2018 Summary: SUMMARY: This study entitled "Computer Based Water Billing Management System with SMS Notification for Clients" will be conducted at Lagundi Community Water Service and Multipurpose Cooperative (LCWS and MPC) during the academic year 2018 - 2019. This study aimed to develop and improve the manual system of LCWS and MPC. The purpose of the study is to help the administrators and the employees of LCWS and MPC to lessen their work and improve their institution in a better way. The program was developed using visual basic 2012 and PHP as a programming language and My SQL for the Database. The respondents of the study were composed of ninety (90) clients and (10) employees. The study used the descriptive method to determine the difference between the levels of acceptability of the two groups of respondents. The researchers used an adopted questionnaire checklist that serves as the main instrument in gathering data and to answer the objective set of the study. The researchers used the interpretation of weighted mean to determine the level of acceptability of the developed program. The researchers used the independent T-Test in which to determine the perception of the two groups of respondents. Furthermore, regarding the level of acceptability of the developed program, it was found out that there is no significant differences in terms of accuracy, applicability, user-friendliness, workability, completeness, portability, and clarity. Based on the findings and conclusion, the researchers recommend that the developed Computer-Based Water Billing Management System with SMS Notification may be used by the community water services to lessen their manual transaction of billing and to lessen the use of paper works by sending billing receipts via SMS, the future researchers may enhance this by creating a website for the viewing of official receipts that is in the pdf form, a documentation of monthly and yearly reports and information records of the clients, and follow up study may be conducted to become more effective to the community water services employees and clients
