Dissertation note: Thesis Doctor of Philosophy major in Educational Management University of Rizal System-Morong 2016 Summary: EXECUTIVE SUMMARY: The study aimed to assess the school-based management program and the performance of selected public secondary schools in the division of rizal for school year 2015-2016. Descriptive method of research employing survey was applied utilizing a standardized school-based management assessment toll and FGD questionnaire-checklist as a tool in gathering the needed data on the implementation of school-based management of resources. The school performance was determined in terms of learners' achievement, drop-out rate and completion rate. The total respondents of the study were 170 composed of the 34 school administrators/principals, 34 teachers, 34 selected students, 34 parents, and 34 local government officials chosen through purposive sampling. The study revealed that school-based management program in public secondary schools in the division of rizal was perceived by the principals, teachers, students, parents and local government officials to be maturing per obtained grand mean. There was significant difference on the perceptions of the principals, teachers, students, parents and local government officials on the extent of implementation of school-based management program in public secondary schools in the division of rizal since the obtained p-value was less than the 0.05 level of significance which rejected the null hypothesis. Public secondary schools in the division of rizal performed well moderately performing considering completion rate, cohort survival rate and learner's achievement while on crop-out rate they were highly performing, per obtained in grand means. Moreover, the enrolment is not consistently increasing and the national achievement test results are declining. School-based management program affects the performance of the school considering the increase in enrolment and cohort survival rate. The study concluded that the school-based management program in the division of rizal is well planned, well-practiced, fully implemented and is aligned to the access (A Child and community- centered education system) program; public secondary schools in the division of rizal have achieved their goals in decreasing the drop-out rate and have increased the completion rate and cohort survival rate; and increase in the enrolment and cohort survival rate have influenced the SBM's program implementation.
