Dissertation note: Thesis Master of Arts in Education major in Educational Management University of Rizal System-Morong 2016 Summary: EXECUTIVE SUMMARY: The purpose of this study was to analyze the performance of public secondary schools in the province of rizal during the school year 2010-2015 with respect to the school-based management, educational services, and national achievement test in the last five years. The study was conducted in the province of rizal and five public secondary schools were utilized as subjects of the study. School-based management performance with respect to school leadership, internal stakeholders, external stakeholders, school improvement process, internal stakeholders, external stakeholders, school improvement process, school-based resources, and school performance accountability were assessed. Also, the educational services with respect to the teachers' development program, student development program, facilities and services, curriculum development, and instructional supervision, were taken as variables. Furthermore, the national achievement test (nat) from 2010 to 2015, were considered as primary variables. In the conduct of the study, a questionnaire-checklist for the status of the public secondary schools with respect to the school-based management and educational services was developed and validated by the experts in the field of research and education. Documents were also collected particularly school-based management report, school report card, and achievement test results which were considered in the analysis together with the result on the assessment of respondents. Respondents of the study were school heads, teachers and students. The study made use of descriptive correlational method utilizing documentary analysis, and regression analysis. As a result on the assessment of respondents on the school based management performance of public secondary schools in the province of rizal management performance of public secondary schools in the province of rizal dimensions on school leadership, internal stakeholders, external stakeholders, school improvement process, school-based resources, and school performance accountability were interpreted as "very much practiced". On the results of the assessment of the national achievement test with respect to school-based management show significant relationship in the improvement of the result in the achievement test. On the school performance to educational services with respect to teachers' development program, students development program, curriculum development, and instructional supervision are "very highly observed" except in the assessment of respondents with respect to facilities and services, some of the few items were only considered "highly observed" knowing the present condition of some public schools are not well equipped with better facilities. Based on the above-mentioned findings, five conclusions were drawn. First, there is a decelerating performance in national achievement test in the province of rizal from moving towards mastery to average mastery. Second, the public secondary schools extensively observed and practiced management on school leadership, internal stakeholders and school performance accountability more than the management on external stakeholders, school improvement process and school-based resources. Third, the public secondary schools extensively observed and practiced management on student development, instructional supervision and curriculum implementation, more than facilities and services and staff development. Fourth, even though there is a positive correlation between school based management practices and students' performance in nat, the correlation is insignificant. Fifth, the better the student development program practices, the better the student performance in mathematics.
