EXECUTIVE SUMMARY: This study aimed to determine the feasibility of having a Rizal Cultural Center in the Rizal province. The proposed structure contains a variety of areas for different purposes. It includes a museum theater, library, function room, rehearsal room, rest rooms, dressing rooms, administration office, mechanical room, ticket/ information office and lobby. Aside from these, external structures also exist such as the guard house and power house. The main purpose of this study is to provide a venue for artists of Rizal in showcasing and promoting culture and arts. Also it will provide educational and socio-economic benefits for the province. Rizal being referred to as "Cradle of Philippine Art" should have a concrete way of maintaining local culture and arts, and sharing it to the people by having exhibits, performances, programs and other related activities for a wider understanding and appreciation of theses heritage handed to us by our ancestors. Rizal Cultural Center proves to be a way of making these possible. The researchers prepared set of plans such as: Architectural, Structural, Electrical and Plumbing plans as presentation of how the structure will constructed. These drawings shows the external design and the details of construction. Upon estimating the project cost, the researchers used the latest prices of materials in the market for the construction of the project. Based on the estimated bill of materials, the proposed Rizal Cultural Center costs Php. 57, 057, 211.42. Different materials were used in constructing the miniature model of the structure, illustration boards, specialty papers, acrylic paints, scotch bright, styrofor, sand paper and other ready-made accessories for the enhancement. The scale used was 1:150 meters and the model is exactly the same as what the drawing shows. Based on the findings, the researchers concluded that the proposed Rizal Cultural Center would be a great benefit to artists, students and government of Rizal increased tourism. And also promotion of culture and arts would be given emphasis. The research shows that it would help in the preservation of these priceless properties, which is the talent hidden in Rizal that we should be proud of. The researchers recommended that the government of Rizal should allocate budget in the realization of constructing the proposed Rizal Cultural Center. There should be people to manage such a massive structure and also for the maintenance. A number of staffs should there for the continuous maintaining and operating of the project. This proposal of the Rizal Cultural center will unite artist, students, tourist, local government of Rizal, and even civilians in preserving and enhancing of culture and arts.
