Descriptive method of research was used because of its appropriateness with the research study. Out of ninety (90) respondents only fifteen (15) department heads and forty-eight (48) employees responded for a total of sixty- three (63) respondents. This study utilized a questionnaire-checklist to gather the necessary data to determine the Perceived Effects of Developmental Programs among the Employees in Municipal Offices of Pililla Rizal. It was consisted of two parts: the first part dealt with the profile of Employees and Department Heads in terms of types of respondents, sex age, and year of service, highest educational attainment and developmental program. The gathered data were treated with the used of frequency, percentage distribution and mean and t-test. The second part dealt with the Perceived Effects of Developmental Programs in Municipal Offices of Pililla with respect of values, customer service, teamwork, operations, and continuous education as assessed by the two groups of respondents. Based on the results of the study majority from the Department Heads and Employees are female, 40-49 yrs. Old, seven in yrs. of service, college graduates, and attended a program of orientation. With regards to the Perceived Effects of Developmental Programs in Municipal Offices of Pililla with respect to values, customer service, teamwork, operations, and continuous education, Department Heads and Employees in Municipal Offices in Pililla strongly agreed that Developmental Programs affect their values and customer service. With regards to significant difference on the Perceived Effects of Developmental Programs in Municipal Offices of Pililla with respect to Values. Customer Service, Teamwork, Operations, and Continuous Education as assessed by two groups of respondents using t-test, it shows that the assessment of the Department Heads and Employees are different. The assessment of Department Heads is greater than the Employees response.
