Dissertation note: Thesis (Bachelor of Science in Guidance and Counseling) -- University of Rizal System-Morong. Summary: EXECUTIVE SUMMARY: This study analyzed the problems encountered in the implementation of social welfare and development programs in Rizal, during the school year 2016-2017. A total of sixty one (61) social worker were used as respondents, who described in terms of age, sex, civil status, educational attainment, length of service and monthly income for the profile of respondents and beneficiary, budget, implementor, human resources, and technical and support for the problems encountered in the implementation of MSWD programs. The descriptive method of research was used to determine the profile of the respondents and problems encountered in the implementation pf social welfare and development program in Rizal. The information was gathered using questionnaire-checklist, which was made by the researchers to know the problems encountered in Rizal. To determine the profile of the respondents in terms of age, sex, civil status, educational attainment, length of service and monthly income, frequency, percentage and rank distribution were used. To find the significant difference on the extent of the problems encountered in the implementation of social welfare and development programs with respect to the given aspects in terms of variables of the subjects profile. One Way Analysis of Variance (ANOVA) was used. Based on the gathered data on the profile of the respondents, age, out of 61 respondents, 33 or 54 percent belong to age bracket of 30 years old and above. Sex, out of 61 respondents 17 of 72.1 percent are female. Civil status, out of 61 respondents 26 or 42.6 percent are married. Educational attainment, out of 61 respondents 23 or 37.7 percent belong to the bracket 15 years and above. Monthly income, out of 61 respondents 34 or 55.7 percent are belong to the bracket 9,999 and below. Based on the extent of the problem encountered on the implementation of social welfare and development programs in Rizal, Beneficiary obtained an average of 4.32 with verbal interpretation of always. Budget obtained an average of 4.48 with verbal interpretation of always. Implementor obtained an average of 4.63 with verbal interpretation of always. Human resource obtained an average of 4.23 with verbal interpretation of always. Technical and support service obtained an average of 4.09 with verbal interpretation of sometimes. On the significant difference on the extent of the problem encountered in the implementation of social welfare and development programs in Rizal, the result shows that with respect to the different aspects in terms of age the f-value obtained 0.514, 0.492, 0.482, 0.560 and 0.577 respectively exceeds .05 level of significance, thus the null hypothesis is accepted and therefore found not significant. In terms of sex the f-value obtained 0.210, 0.796, 0.764, 0.631 and 0.394 respectively exceeds .05 level of significance, thus the null hypothesis is accepted and therefore found not significant. In terms of civil status the f-value obtained 0.730, 0.737, 0.271, 0.945, and 0.680 respectively exceeds .05 level of significance, thus the null hypothesis is accepted and therefore found not significant. In terms of length of service the f-value obtained 0.967, 0.303, 0.597, 0.113 and 0.115 respectively exceeds.05 level of significance. In terms of monthly income the f-value obtained 0.002, 0.40 and 0.048 respectively did not exceeds .05 level of significance, thus the null hypothesis is rejected and therefore found significant. Based from the findings, the following conclusions were drawn that most of the respondents are female, 30 years old and above, college graduated married and are working for 15 years and above. Also, there are always problems encountered in the implementation of MSWD programs, and the personal information of social workers and staffs are not contributory in the implementation of MSWD programs. Based on the findings and conclusions drawn, the following recommendations are given. Linkages with other non-government agencies may be done to fully implement MSWD programs and parallel study may be conducted considering other variables.
