Salient findings of the study were as follows: the primary pupils are composed of 29 Grade 1 pupils, 22 Grade 2 pupils and 32 Grade 3 pupils with a total of 83 respondents mostly female, Roman Catholic and second child. The character trait Very Much Developed among respondents is Makatao. Other traits such as Maka-Diyos, Makabansa and Makakalikasan are Much Developed in them. On the extent of the character development and cartoon program watched by the respondents, the data revealed that only Makabansa is significant. Based on the findings of the study the following recommendations were hereby given: the researchers recommend that the parents should make a conscious effort to monitor the cartoons that their children are watching to ensure the values and morals of the programs that are very much suitable for the children. The study also recommend the need for parents to provide more time in monitoring the character development of the children affected by the TV cartoon programs. The teachers should integrate examples of TV cartoon programs in the lessons covering values and character development to easily reach students that are more exposed to television and technology. The community should ensure that the children have a place of their own as safe and clean playing ground so that they will not spend more time watching television and the same study must be conducted to other courses to see if the same result will have generated the same as this present study.
