Summary, etc. This study primarily aimed to assess the practices in attracting effective workforce among small-medium enterprises in Tanay, Rizal Calendar Year 2017. The respondents of the study were the two hundred seventy six (276) owners of the small-medium enterprises. The researchers used the descriptive method of research using questionnaire checklist as the main instrument. The instrument underwent content validation by the experts. Variables used were initial capital investment, number of employees, number of years in business operation, nature of business and type of ownership. Human resource planning, recruitment and screening were utilized to assess the practices in attracting an effective workforce among small-medium enterprises in Tanay, Rizal, Mean and Standard deviation were used. To determine the significant difference on the practices in attracting an effective workforce of Small-Medium Enterprises in their work as perceived by the respondents F-test was used. Based on the findings of the study, it was revealed that majority of the Small-Medium Enterprises had an initial capital investment of less than 5 million; with 3 employee and below, operating for 1 year and 1 month to 6 years, in retail business and sole proprietorship type of ownership. With regard to the extent of practices in attracting an effective workforce among small-medium enterprises in Tanay, Rizal with respect to human resource planning, the owner of SME's always provide manpower as business need. With respect to recruitment, utilized posting of job vacancies through social media, with respect to screening the owner applied a one on one interview between candidates for employment. There was a significant difference on attracting an effective workforce among small-medium enterprises of the respondents and therefore the null hypothesis was rejected. There was a significant difference on the practices with respect to human resource planning, recruitment and screening in terms of capital investment, number of employees, number of years in business operation, nature of business and type of ownership. Based on the summary of findings it can be concluded that the SME's in Tanay, Rizal have small capital with few number of employees, considered as young, business engaged in retailing owned by sole proprietor. SME owners used variety of strategies to attract effective workforce for the business
