Status, challenges, and prospects of one town, one product (OTOP) in Rizal Province: Evidence from stakeholders / Catherine C. Arbis.

The researcher utilized mixed method of research in order to provide answer to the questions using a researcher-made questionnaire checklist, documentary analysis, and interviews with the respondents. The study conducted to the stakeholders of One Town, One Product fourteen (14) Local Government Unit Officers or Tourism Officers, fourteen (14) DTI Negosyo Center Business Counsellors in charge in each of the thirteen (13) municipalities and one (1) city in Rizal Province, and one (1) DTI OTOP Account Officer and the 127 OTOP Enterprises that are listed and registered in the Department of Trade and Industry (DTI) of which only 97 OTOP enterprises were used as actual respondents since the other 30 OTOP enterprises were used for reliability testing. The researcher maximized the use of google forms but also utilized phone calls and face to face sessions when needed. As regards validation of the output of the study, a total of 42 respondents participated consisting of administrative officers, business counselors, and OTOP enterprises. Majority of the respondents under DTI and LGU Officers were belong to age of 31-40 years old, mostly female, single with bachelor's degree, while the fourteen (14) LGU Officer In Charge of OTOP, fourteen (14) DTI Negosy Center Business Counsellors and one (1) DTI OTOP Account Officer have 1-5 years working experience. Majority of the OTOP enterprises respondents were sole proprietors, with 6-10 years of operation, offered processed foods with both initial capital and present capital of P100,001.00 - P400,000.00, personal savings as source of capital, with less than 5 employees, mostly were from Antipolo City and with both average or estimate monthly income and average or estimated monthly expenses of less than P200,000. The extent of DTI and LGU Officers assessment with regards to the status of OTOP in terms of stakeholder analysis, stakeholder performance evaluation and stakeholder interests were often applied, while the extent of OTOP Enterprises assessment with regards to the status of OTOP in terms of stakeholder analysis, stakeholder performance evaluation and stakeholder interests were always applied. There was a significant difference in the extent of the respondents' assessment on the status of OTOP with respect to assessing and understanding the stakeholders, growth and success of businesses, and customer satisfaction in terms of sex. Based on the result of the findings, the DTI and LGU Officers respondents encountered various challenges based on the current status of OTOP in Rizal Province with respect to stakeholder analysis such as invitation to entrepreneurs to become interested in the program and maintaining the step-by-step application requirements; with respect to stakeholder performance evaluation such as access to capital, competition, technological advancement, lack of funding and climate change; with respect to stakeholder interests such as product or service development assistance and coordination to DTI for additional funds and new opportunities. Moreover, the OTOP Enterprises respondents encountered various challenges based on the current status of OTOP in Rizal Province with respect to stakeholder analysis such as receiving the information regarding the OTOP enterprise and receiving of step-by-step application requirements; with respect to stakeholder performance evaluation such as community engagement, technological advancement, customer retention/loyalty, education and awareness and climate change; with respect to stakeholder interests such as product or service development assistance and coordination to DTI for additional funds and new opportunities. The respondents encountered various opportunities as implemented by the different municipalities in Rizal Province with respect to human resources for DTI and LGU respondents was job creation and for OTOP Enterprises was training and skill development; with respect to entrepreneurship under DTI and LGU respondents was product or service development and under OTOP Enterprises was market expansion; with respect to socio economic, for DTI and LGU respondents was for preservation of local traditions while OTOP Enterprises was skill development and training; with respect to environmental awareness both DTI and LGU respondents and OTOP Enterprises was eco-friendly product development and with respect to business incentives both under DTI and LGU respondents and OTOP Enterprises was marketing and promotion. The proposed Product Selection Criteria for LGU's OTOP was considered highly reliable resulted from Cronbach's Alpha Reliability testing utifization which ensured the selection of products were culturally significant, utilized local resources. and have market potential yet the program must still consider its vital essence that was to determine and develop local products or services as their own 'pride-of-place and may revisit the program and tune it in to its primary objectives and purpose.
