GSTHESIS MASTER OF PUBLIC ADMINISTRATION UNIVERSITY OF RIZAL SYTEM 2025
Guided by foundational theories, legitimacy theory, institutional theory, and principal-agent theory, this empirical study examines procurement compliance and performance within the Department of Science and Technology (DOST). Employing a mixed-method approach that integrates descriptive and correlational research designs with secondary data analysis (notably the DOST-Agency Procurement Compliance and Performance Indicator ratings), the study evaluates the compliance level and performance of DOST's Procurement Unit using key performance indicators. A pilot test involving 34 respondents from DOST offices in Region I was conducted to refine the research instruments, enhancing their validity and reliability. Subsequently, a stratified random sampling technique was applied to a population of 276 procurement practitioners in the National Capital Region (NCR), resulting in a sample size of 163. Data were collected using a validated survey questionnaire and analyzed with statistical tools.
