The researchers decided to conduct this research to provide a monitoring system for electricity consumers, specifically to the vendors of Tanay Public Market. The objective of this study is to develop an electricity consumption monitoring system to ensure that the consumers are billed correctly by the utilities. Also, to determine the performance efficiency of the system and to evaluate the acceptability of the developed device and system. The researchers used developmental and descriptive research methodologies. The developmental research served as a foundation for creating a web-based electricity consumption monitoring system device and a system that underwent a systematic process of analysis and design. Descriptive research was used to evaluate the acceptability of the Web-based Electricity Consumption Monitoring System for Tanay Public Market. The researchers used a questionnaire checklist as their medium to determine the functional suitability, usability, reliability, security, and maintainability of the device and website. The respondents consisted of one hundred (100) vendors of Tanay Public Market and ten (10) experts, including Electrical Engineers, Computer Engineers, Electronics Engineers, Electricians, and staff from the Tanay Public Market office. For the device, the researchers used current and voltage sensors linked to a meter, which connects to an extension where users can plug in their devices. The Arduino Wi-Fi microcontroller collects data and sends it to the website. The Web-based Monitoring System used Ruby on Rails for the back-end, React.js for scaling and front-end, PostgreSQL for database storage, and Google API for email communication. The developed device and system show a reliable track of changes in electricity use and costs, consistently showing accurate increases in total consumption despite minor fluctuations in recorded values. This demonstrates its performance efficiency in terms of monitoring electricity usage, making it a practical tool for managing energy consumption efficiently. The results of the evaluation showed that the developed device and system were highly acceptable, with average weighted means of 4.71 and 4.74, 4.67 and 4.80, 4.47 and 4.56, 4.60 and 4.7, 4.56 and 4.58, and 4.65 and 4.67 from the vendors and experts respectively. These findings were interpreted as "Very Much Acceptable." The study recommended that future researchers upgrade the device’s monitoring capabilities to real-time, enhance the website’s dashboard, develop a mobile application, and consider integrating additional features into the system’s hardware.
