This study aimed to assess the Implementation of Welfare and Development Programs for Persons Deprived of Liberty in Muntinlupa City Jail, located at National Highway, Barangay Tunasan, Muntinlupa City. It is a jail facility under the Bureau of Jail Management and Penology. The fifty-seven (57) BJMP personnel and two hundred twenty (220) PDL respondents participated to test the hypothesis if there is no significant difference in the implementation of welfare and development programs. The study used the Embedded Design with utilization of survey instrument and interview. Based on the objectives of the study, the following findings were drawn (a) the respondents have mutually agreed that interfaith program was fully implemented and even if assessment differs, the Behavioral Management/Modification Program had outshined the other programs while the Health Service was the lowest, (b) there was a significant difference in the perceptions of the two groups of respondents in the implementation of welfare and development programs and (c) the most prevailing problem was limited medicine supply with the suggested solution of requesting to the Local Health Center for augmentation. The study hereby concludes that each of the enumerated welfare and development programs ams has different purposes and impact to PDLs' journey in jail. How are they implemented differs from each other's point of view. The perception of the respondents differ therefore there are still to be improved in the implementation of the programs.
