GSTHESIS MASTER IN PUBLIC ADMINISTRATION UNIVERSITY OF RIZAL SYSTEM 2025
This study examined the administrative practices of the Philippine State College of Aeronautics (PhilSCA) as a basis for an enhanced strategic plan to improve institutional performance, governance, and service delivery. Faculty and administrative personnel assessed the effectiveness of executive, academic, human resource, administrative, and finance. Demographic differences perceptions and internal best practices were also explored. A convergent mixed-method design was employed. Quantitative data were gathered from stratified random samples of faculty and staff, while qualitative insights were collected from purposively selected personnel through interviews conducted across PhilSCA campuses in 2024.
