This study primarily aimed to determine the Cost - Benefit Analysis on Prepaid Retail Electricity Service of Small Enterprises in Angono, Rizal Calendar Year 2013-2015. The researchers applied the descriptive method in the conduct of this study. It consists of collecting data in order to know the Cost - Benefit Analysis concerning the current states of the subject of the study. The focus of this study is to see the strengths and weaknesses of Prepaid Retail Electricity Service (PRES) Utilization of Small Enterprises. This study was concerned with the 34 registered small enterprises in Angono , Rizal who uses Prepaid Retail Electricity Service. The researchers personally distributed the questionnaire checklists to the respondents to test their perception regarding this study. The data collected were talked, tabulated and analyzed through statistical treatment such as frequency, percentage and rank distribution with respect to their profile in terms of age, gender, civil status and education. They found that most of the respondents were 36 - 45 Years old, female, married, and college undergraduate. And with respect to the business profile of the respondents in terms of Types of business, Years in the Business, Initial Capital, Present Capital, Product on Services Offered, Length of Subscription in Prepaid Electricity, Address of the Business. They found out that majority of the business were into service, operating for almost one to ten Years, with starting capital of 50001 - 1,387,500, present capital of below 500,000, most of the businesses are store and apartments, runned their business for almost 6 months to 1 Year, established their business in Brgy. San Isidro, Angono Rizal. The obtained weighted mean and verbal interpretation was used to determine the perception of the respondents on the Cost - Benefit Analysis on PRES Utilization of Small Enterprises in Angono, Rizal. It was found that the small enterprises of Angono, Rizal able to manage their electricity consumption and with PREs it will lessen employability for field workers like collectors, meter readers, linesmen and branch of office staff. A computed One - Way ANOVA was used to determine the significant difference on the perception of the respondents on Cost - Benefit Analysis on Prepaid Retail Electricity Service Utilization of Small Enterprises in Angono Rizal. It was found that there were no significant difference in the perception of the respondents on the Strength and weaknesses on the Prepaid Retail Electricity Service Utilization in Angono Rizal. But in terms of Addresses of the Business and product offered there was a significant difference based on variable used in the study. Based on the findings and conclusion drawn, the following recommendations are being presented. That the MERALCO must broaden the features of Prepaid Retail Electricity Service that will cater the needs not only the small enterprises but also the medium and large enterprises that will provides economic growth which causes the investors to invest. The MERALCO should adapt new satellites, techniques or system that will strengthen its signal so that there will be no delay on transmission of load. The small enterprises in Angono, Rizal that using postpaid should avail the Prepaid Retail Electricity Service to save 20% of electricity consumption and to manage their electricity consumption. A similar study be conducted using locale and variables.
